+## Why FRE-709 Is Done
+
+FRE-709 was created to recover a **stalled** FRE-635. The stall was caused by:
+- UTF-8 encoding error (0xe2 byte from emoji) - **FIXED**
+
+Current blockers on FRE-635 are **legitimate dependencies**:
+- CTO deployment (scripter.app) - not a stall, just a dependency
+- Founder PH account creation - not a stall, just a dependency
+
+FRE-709's job was to fix the **adapter/runtime problem**. That's done. CMO is ready to execute.
